Yes, and The Sun is also on record as saying the Doctor would be played by Paul Daniels, with Jordan as his companion. -_-

I think it's more likely that this is because they got the story about Billie's divorce and felt the need to 'sex it up' a bit with some nonsense story about DW.

If nothing else, the BBC would have to be completely barking to let it go, considering what a success it is.
